apparently you didn't look at the map for any amount of time or look at the command console or you would have noticed a solar cell on the roof (I have done this a few times) your right that there is no emergency lighting in the base.

Extellent job on that huge base,that must have taken looooonnnggg time.lighting is good,there is only one thing that I don't understand;when I took down the generators(those huge @55 ones), I didn't see any change in lighting nor did any inventory shut down.other than that exellent work on the bases;)
